July 2019 Edition
It’s been a busy time of year. Since my last e-newsletter there has been a Federal Election, Trevor Evans MP has been re-elected in the Federal seat of Brisbane and the new Parliament is sitting to consider the Federal Governments income tax relief bills.
In Queensland the Labor State Budget was unveiled in June. The Budget shows increases in land tax (for the second year in a row), increases in payroll tax for 6000 businesses and that the new waste levy will raise some $1.2 billion over 4 years. Debt meanwhile is now expected to blow out to over $90 billion, while infrastructure spending remains at historically low levels as a proportion of gross state product. I wrote about the dangers of the State Government borrowing just because interest rates are low and you can read that article published in the Courier Mail here.
Locally Clayfield has not received any significant new funding in this budget. Money allocated last year will be spent on the North Brisbane Bikeway and some previously announced school enhancements will hopefully proceed this year.
I have been out and about in the electorate as some of the photos below show. I am continually delighted and encouraged by the amount of community goodwill I see and experience here in Clayfield. From small fundraising activities that help those in need to big efforts supporting vulnerable members of the community there is plenty to be proud of in our electorate.

It doesn't matter if you're from the city or the bush, the Royal Flying Doctor Service is there when we need it. I was honoured to present awards and certificates to local heroes who do so much to support a unique Australian institution.
Another fine day welcoming the Year 6 students from St Agatha's Primary School to Parliament House. A group of bright students eager to learn about the democratic system!
A great start to the day with a brisk early walk with the Walk to Wagner Early Childhood crew.
Queensland Day was celebrated proudly at Our Lady Help of Christians Primary School this year with a new Queensland State Flag flying high on 6th June, marking the Queensland's birthday. The important date provides an opportunity to commemorate the state’s culture, heritage, people, places and industry, while also reminding us of how lucky we are to be part of such a wonderful and diverse state.
Great to have a 'Coffee with a Cop' along with small business owners and Clayfield community members at Leo's IGA. We're lucky to have such hard-working police officers in the Hendra QPS Division. Thanks to everyone who came along and special mention to Rosa Sirianni for hosting!
It was an honour to attend Youngcare’s Wooloowin Share House’s 4th Birthday, on 26th June. Over the past 4 years, Youngcare has been working tirelessly to provide for the community and help to care for those who need it most. The Share Houses at Wooloowin deliver an innovative solution to housing for young people with high care needs, allowing residents to experience the same lifestyle many of us take for granted.

Kingsford Smith Drive Project Construction Update & Traffic Changes
Major construction activities will continue on the Kingsford Smith Drive upgrade during July 2019.
Construction activities between Amy Street and Harbour Road will include:
• street light work and traffic signal changes
• investigation and installation of utility services
• major earthworks
• drainage activities
• pavement construction, asphalt works and line marking
• footpath, kerb and driveway construction
• ground improvement works
• landscaping activities.
Work will involve:
• use of construction equipment including excavators, trucks, jackhammers, road saws, vacuum excavators, concrete trucks, cranes, pumps, asphalt and compaction equipment
• noise and light associated with the use of construction equipment
• changed traffic conditions including lane, footpath and parking closures with traffic control and signage to direct pedestrians, cyclists and motorists, as required
• night work and Sunday work as required.
Major weekend works - Racecourse Road, Hamilton
During July, underground service installation works will require temporary weekend closures of the Kingsford Smith Drive and Racecourse Road intersection, and lane closures on Kingsford Smith Drive between Riverview Terrace and Seymour Road.
These closures will be required on the following weekends:
• 7pm Friday 5 July to 5am Monday 8 July
• 7pm Friday 26 July to 5am Monday 29 July.
Significant delays are expected and motorists are encouraged to allow additional travel time or seek alternate routes, where possible. Pedestrian detours will be in place at Racecourse Road and across Kingsford Smith Drive during the weekend works.
Access out of the Hamilton Hotel, Australia Post and the 7-Eleven on Racecourse Road will be maintained throughout construction. In the event of weather or unforeseen circumstances this work will be postponed to the next available weekend. View full notice here.
Racecourse Road - major traffic changes
From Monday 8 July 2019, access to Racecourse Road from Kingsford Smith Drive will be temporarily closed for up to five months to enable major construction works. During these works, traffic lanes on Racecourse Road will be reduced to one lane only south of the Australia Post Office and Hamilton Hotel driveways, with only city-bound (right turn) access to Kingsford Smith Drive open. Detours will be in place for all northbound traffic, and southbound traffic turning left onto Kingsford Smith Drive. Pedestrian access to Racecourse Road will be maintained.

From November 2019, northbound access to Racecourse Road from Kingsford Smith Drive will reopen, with general construction in the intersection continuing until early 2020. View full notice here.
Crescent Road to Grays Road, Hamilton
From early July for up to six weeks, service installation activities will be undertaken on the northern side of Kingsford Smith Drive between Crescent Road and Grays Road. Due to traffic permit requirements, these works will be undertaken between 7pm and 5am.
High impact noise and vibration is expected with works to include the use of road saws, jackhammers, excavators, vacuum excavators, lighting towers, asphalting and compaction equipment. In the event of wet weather or unforeseen circumstances, the duration of this activity may be extended.
Temporary road closures - Crescent Road and Grays Road
To enable the installation of major underground public utility services on Crescent Road and Grays Road, temporary closures are required at the intersections of both Crescent Road and Grays Road with Kingsford Smith Drive from mid-July to late 2019.
These works require major excavations and significant work underneath the road surface of both Crescent Road and Grays Road. Temporary closures of these local roads allows the project team to achieve greater productivity and carryout most of the works during the day, minimising the impact of consecutive night shifts on local residents.
Completion of works east of Harbour Road
In late June 2019, a major milestone was reached on the project with the completion of works between Harbour Road and Theodore Street.
Completion of this 1.5 kilometre stretch of the upgrade now sees three lanes open to traffic in each direction, along with new dedicated 1.8 metre on-road bicycle lanes and the speed limit reinstated to 60 km/hour.
Works in the area included widening the road from four to six lanes, installation of major storm water drainage, traffic signal works, installation of underground utility services, widened footpaths and landscaping. Thank you for your patience during this important work.
Community open day - Saturday 22 June
On Saturday 22 June, the Kingsford Smith Drive upgrade team hosted a community open day to celebrate the completion of Cameron Rocks Reserve and the opening of the new Riverwalk.
At this event, the project was pleased to announce the new Kingsford Smith Drive riverside promenade and cycle path has been named the Lores Bonney Riverwalk, in honour of past Hamilton local and aviatrix, Maude ‘Lores’ Bonney. The Lores Bonney Riverwalk is a standout feature of the Kingsford Smith Drive upgrade and a new landmark for Brisbane, providing a great place to walk, run and cycle
while taking in the beautiful views.

Temporary bus stop and route changes during the weekend works:
- Bus routes 300 and 305 will be detoured via Seymour Road and Kent Street (outbound), and via Lancaster Road and Nudgee Road (inbound)
- See map below for temporary bus stop closures and alternative bus stops where regular services can be accessed from.
Why are these works required?
As part of the Kingsford Smith Drive upgrade, public utility services are being relocated and where required, replaced, to ensure these services continue to meet the needs of the community well into the future. When planning these works, the project team has aimed to balance the often competing needs of businesses, residents and road users as much as possible.
To enable the works, a combination of temporary traffic changes, major weekend closures and out-of-hours works will be required at the Kingsford Smith Drive and Racecourse Road intersection from July to late 2019. By adopting this construction methodology, the overall duration of the works and impact on the local community will be reduced.

Queensland Rail Community Works Notice
Night works noise notice Windsor to Alderley
To improve the safety and reliability of our service, Queensland Rail will carry out track resurfacing works between Windsor and Alderley stations.
This work involves the use of loud, heavy machinery, including on-track vehicles, loaders and trucks with horns, bright flashing lights and reversing beepers.
Our machines will move progressively along the train line and works will not continue in any one location for more than two consecutive nights.
Every effort will be made to carry out these works with respect for our valued neighbours. We apologise for any inconvenience and appreciate your patience as we work to improve your network.
